Ann Arbor is a university, research and medical market more than an industrial one. The University of Michigan owns 9.2 percent of all land in the city and 42 of the 191 downtown acres. Swisher defines flex as high-bay buildings that often combine office, high-tech, research and warehouse uses. WEMU reported that office and flex vacancy dipped from 14.6 percent in 2023 to 14.3 percent in 2024. Swisher’s 2025 year-end commentary found the South Office Area at vacancy levels not seen since the Great Recession. Downtown, East and West office improved, and medical office showed encouraging absorption. Swisher also notes that vacant flex buildings heavy in lab and R&D infrastructure stay empty longer, while shop and warehouse flex leases faster.
For a roof, that mix means a wide range of conditions. A 1961 research park building or a 1985 office campus means a large membrane, rows of rooftop units, exhaust penetrations and interior drains. Downtown, fifteen local historic districts hold 19th and early 20th-century buildings whose roofs are small, crowded and hard to reach. A flex building that sat vacant often comes back with clogged drains, open seams and flashing repairs that were put off.

Ann Arbor averages 61.4 inches of snow a year, based on 1991 to 2020 records at the University of Michigan North Campus station. January brings 18.3 inches and February 15.3 inches. January highs average 32°F and lows 16°F under the 1991 to 2020 NOAA normals, so roofs freeze and thaw all winter. Annual precipitation runs 37.56 inches. For design, the state table in Michigan Administrative Code R 408.30515, Table R301.2(5), lists the City of Ann Arbor ground snow load at 20 pounds per square foot. Permits and Codes for Ann Arbor Roof Work
Building permits in Ann Arbor are issued by the City of Ann Arbor Planning and Development Department through Building, Rental and Inspection Services at 301 E. Huron St. Applications go through the city’s STREAM online portal. The city enforces the 2021 Michigan Building Code, effective May 1, 2025. Under the 2025 fee schedule, a commercial or industrial permit runs $100 plus $10 per $1,000 of construction cost. Plan examination adds 20 percent of the permit fee.
